Concord Housing Authority Cited for Overcharging Seniors, Disabled $7K

A state audit found several instances of financial mismanagement.

A state audit found financial mismanagement at the Concord Housing Authority led to $7,100 in unwarranted overcharges for seniors and disabled residents of Peter Bulkeley Terrace. 

The audit found:

  • The authority overcharged 24 tenants of its Peter Bulkeley Terrace building by $7,100. The overcharges were the result of the authority "using an incorrect percentage of the tenants’ monthly income to determine their monthly rent."
  • A $1 million dollar debt related to a loan from the Massachusetts Housing Finance Agency was improperly disclosed to the state as a grant.
  • Incomplete inventories of the authority’s furniture and equipment and missing documentation related to tenant selection.
State officials said the authority credited the 24 overcharged tenants.
