Police Log: Reported Parrot Problems and An Oregonian Skater Loses His Stuff

The following information was provided by the Concord Police Department. An arrest does not indicate a conviction.

Saturday, Aug. 25

1:55 a.m. – As a result of a motor vehicle stop at on Route 2 west, between Baker Avenue and the rotary, Vanly Lee Thipphavong, 37, of 25 Eden Glen, Leominter, was arrested and charged with operating under the influence of liquor, marked lanes violation and unlicensed d operation of a motor vehicle.

11:10 a.m. – Police responded to a report of suspicious motor home parked at the old Walden Breezes on Walden Street. There was no one in the vehicle, but the owner has permission to park there from the DCR, according to the incident report.

12:57 p.m. – Acton Police called in to report the red light was out at Route 2 and Route 62. State Police were also advised.

4:14 p.m. – A Woburn woman reported an intoxicated man walking in the middle of Sudbury Road near Garfield Road. Police told the man, who apparently was not impaired, to stay out of the middle of the road.

8:09 p.m. – An officer stopped to assist a disabled motor vehicle on Route 2 at Main Street. The vehicle was removed by a private tow.

9 p.m. – A caller reported two dogs outside barking for the past 20 minutes.

9:43 p.m. – Emerson Hospital called to report a woman outside the emergency room refusing to come inside for treatment and arguing with family members.

10:59 p.m. – A Commonwealth Avenue resident reported a vehicle just went in the Warner Pond entrance. The driver, who was reportedly there “looking at the stars” was sent on his way.

Sunday, Aug. 26

12:06 a.m. – An Orchard Road resident called to complain about a loud, parrot-type bird caged outside a Main Street residence. The bird calls are intermittent and ongoing, the caller said, but the responding officer found the birds were all inside, beyond the previously open sliding door that was since closed.

1:47 a.m. – A 911 caller from Hillside Avenue reported unfamiliar vehicles were loitering around the area. The caller was unable to provide any description of the vehicles, which were nevertheless gone on arrival, according to the police report.

3:41 a.m. – A 911 call from Main Street in West Concord reported a possibly disabled motor vehicle in a lot nearby.  As a result of the police response, Adam Philip Lagace, 25, of 246 Oak Hill Circle, Concord, was arrested and charged with operating under the influence.

7:11 a.m. – A Thoreau Street resident called to complain about tennis players using the Emerson Field courts earlier than 8 a.m.

10:43 a.m. – Lincoln Police reported several cyclist driving in the roadway on Route 126, heading toward Concord and causing a hazard for motorists.

3:56 p.m. – An man walked into CPD to report his Oregon license and cash were stolen from his wallet while he was at the CCHS skate park. 

9:51 p.m. – Police responded to a report of a suspicious motor vehicle pulling into a driveway on Main Street, and then quickly backing up and then repeating the same maneuver in the driveways of the two neighboring homes.  The vehicle was gone on arrival.
