Concord Resident is Finalist for Framingham Town Manager Position

Robert J. Halpin, of Concord, is one of four finalists.

  Although he's been on the job for roughly 10 months, Concord resident and Newton-Needham Chamber of Commerce President Robert Halpin could be moving on to a new position soon.  Halpin is one of four finalists fort he Framingham Town Manager position, Framingham Patch reported last night. Halpin was appointed as Newton-Needham Chamber President in May of last year. According to a press release issued at that time, Halpin had served for 23 years as some form of local government manager and played an important role in developing the I-93 Tri-Town Interchange Project. He holds master's degree in public administration from Suffolk University and a bachelor's degree in community planning and management from UMass Boston. Along with Halpin, the…

"Terrorist Cats" Prompt Town Meeting Petitions

Local resident wants pet cats regulated the same as dogs.

  Concordian Lydia Lodynsky plans to present three petition articles at the April Town Meeting aimed at keeping cats close to home, and out of neighboring yards, reports Boston.com. Lodynsky's yard, which used to be filled with colorful birds of all types, is now home to just run-of-the-mill sparrows and such after neighborhood cats have preyed on her beloved birds. "Watching this all in my own yard literally made me sick," Lodynsky told Boston.com. "This no longer is respite for me - it has become a detriment to my health. I have become a victim in my own yard to terrorist cats that kill everything in sight." The first petition would require cats to be licensed, vaccinated, and spayed or neutered. Board of Selectmen: Parking, Lights, and Signs Up for Discussion Tonight

Here's a look at what's on the table for Selectmen tonight.

  The Board of Selectmen will convene in closed, executive session at 6:30 p.m. tonight to discuss matters of land acquisition, and will call the meeting to order in open session at 7 p.m. The consent agenda for the meeting will feature the Town Accountant's warrants and meeting minutes, as well as special licenses and acceptance of a $5,900 gift for the Community Services Coordinator gift account. Following Town Manager Christopher Whelan's weekly report, the Board will hear a presentation from Minuteman ARC, as well as reports from the 2229 Main Street Committee, and Concord Public Works. ADA Compliant Sidewalk Ramps; Community Food Plan; Medical Reserve Corps

  The following information comes from Town Manager Christopher Whelan's weekly report. The Concord Public Works Department has begun preliminary survey and design for the 2012 sidewalk maintenance program. The sections of sidewalks tentatively included in the plan are on Fairhaven Road, Monument Square, Commonwealth Avenue, Old Bedford Road, Fox Lane, Belknap Street, Grant Street, and the Rideout Playground parking lot. Also included in the preliminary plan is the installation of ADA compliant ramps on sidewalks along Old Bedford Road, Bedford Street, Main Street, and Walden Street. Board of Selectmen: Tax Classification Hearing Tonight

The Board of Selectmen is meeting tonight at 7 p.m. at the Town House. Here is a look at what will be on the table for discussion: The Board will vote to accept two monetary gifts, one of $5,900 form the Concord-Carlisle Community Chest for the Community Services Coordinator Gift Account, and one of $7,700 from Concord-Carlisle Youth Baseball and Softball for the Ripley Baseball Field Account. After hearing Town Manager Chris Whelan's weekly report, the Board will hear from Verizon representatives regarding a pole petition for an Old Bedford Road location. Town Manager's Report: Emergency Management Grant, New Fire Truck Coming Soon, CPA Projects to be Decided

The following information was provided in Town Manager Christopher Whelan's weekly report. Emergency Management According to Town Manager Christopher Whelan's weekly report, the Concord Fire Department's new Ladder 1 truck will be prepared for delivery next week. Additionally, the town was recently award a $13,064 grant for Emergency Management Equipment. The funds will be used for new communication equipment and a portable pump. Whelan said the Fire Department logged 43 emergency calls during the snowstorm last weekend, though did not report any major incidents. Police and fire personnel, Whelan says in the report, responded to "power outages, trees and wires down, minor vehicle crashes, parking related issues and a variety of other storm…

Town Continues to Deal With Parking Woes

Selectmen and Town Manager continue to discuss possible remedies to parking concerns.

In response to concerns expressed by the Chamber of Commerce last week, the Board of Selectmen and Town Manager are continuing their examination of the parking situation in Concord's commercial centers. Following the conversation with the Chamber's Stephanie Stillman, in which the amount of spaces and the duration of time allowed at the metered spaces  was discussed, the Board decided to look into their options for remedying the concerns expressed by both business owners and customers. Town Manager Christopher Whelan said the request for proposals seeking a consultant to conduct a parking study is just about ready to be issued. The study itself, he said will take up to six months. Stabilization Fund for CCHS Project Also to be Decided at Special Town Meeting

If the proposed $92.5 million Concord Carlisle High School building project is approved by both towns next month, there will be a noticeable impact to property taxes in Concord. Town officials are looking at ways of easing that burden on taxpayers, though any measures they do take will only lighten the load, not eliminate it. Following the Massachusetts School Building Authority's approval of a $28 million reimbursement grant for the project, upon approval, Carlisle would be responsible for $16.6 million, and Concord, for $47.1 million. Week in Review: A Car Accident, Lost Dog, and a Grant For a New CCHS

A look back at this week's headlines.

Another week has come and gone in Concord. Here is a look back at some of this past week's biggest stories. On Sunday, Sept. 25, at approximately 7:30 p.m., a flat bed tow truck ran a red light at the intersection of Pine and Main streets, colliding with another vehicle carrying a family of five, and eventually crashing against the West Concord Union Church causing damage to a foundation wall. While no one was seriously injured, everyone involved was transported to Emerson Hospital with minor injuries. During the confusion of the accident the family's dog, Coco, ran away from the vehicle, and became the biggest story of the week. People from all over Concord and the surrounding area set out food and water, searched under porches and in …
